According to sources, a trust must be formed before land can be allocated for the construction of the memorial. The Home Ministry, as the nodal ministry, will oversee the creation of the trust and memorials.

Union Law Minister Arjun Ram Meghwal stated that the government never opposed a memorial for former PM Manmohan Singh, accusing Congress of politicizing the matter. This follows accusations by Union Minister Hardeep Singh Puri about Congress creating a controversy over Singh's cremation and memorial planning.

The Centre has started the process of identifying the site for setting up a memorial to former prime minister Manmohan Singh, who passed away last Thursday. According to a PTI report, the Central Public Works Department (CPWD) officials visited sites around the Sanjay Gandhi memorial in the Rashtriya Smriti Sthal and identified some spots where a memorial could come up.
