Authorities say it happened around 4:30 p.m. in the 200 block of Lake Street right off Reservoir Avenue by the intersection of Polk Street.

Officials say Soto was arrested on several additional charges which include harassment, disorderly conduct, unlawful restraint and violating conductions of release.

Kai, a 14-year-old German Shepard, served the city from February 2012 to August 2020 and was handled by Officer Richard Montanez.
