At least two Immigration and Customs Enforcement operations have happened at construction sites in the El Paso area this week. Witnesses say dozens of ICE vehicles arrived at the Paseo del Este neighborhood in Horizon City, arresting an unknown number of immigrant workers on Jan. 14.
