Governor Andy Beshear has again refused to sign the death warrant for Ralph Baze, who brutally murdered Powell County Sheriff Steve Bennett and Deputy Arthur Briscoe more than 30 years ago. His excuse? A regulation "making its way through the process" that has nothing to do with the issue.
